LEC has provided the following services to Maxwell Air Force Base and Keesler Air Force Base:

AF Facility Environmental Compliance Services ESOHCAMP/EnvironmentalAudits
LEC has successfully managed and conducted five External and seven Internal ESOHCAMP audits with no significant findings and minimal high findings that were corrected within the required timeline. We assure environmental compliance at the installation with regular inspections and identification of issues, working with the units to take corrective measures. Keesler environmental was instrumental in Keesler AFB receiving the 2012 Commander-In-Chief's Installation Excellence Award. AETC noted that Keesler received the best ESOHCAMP audit in 2012 of all AETC bases.Environmental Management System (EMS) LEC assisted in successfully implementing the EMS at Maxwell-Gunter AFB in 2005, with the installation declaring its EMS fully implemented in April 2009, well ahead of the December 2009 deadline. At Keesler AFB, we identified environmental aspects and impacts through maintenance of the EMS, proposing continued improvement and corrective measures when necessary. After successfully completing a third-party audit, the Keesler AFB EMS was declared in full conformance in 2010. LEC maintains a staff of ISO 14001 trained audit personnel. AirLEC re-evaluated the status of Maxwell-Gunter AFB’s air permitting requirements and worked with the Alabama Department of Environmental Management (ADEM) to revise the base’s status from a Synthetic Minor to a True Minor. We currently manage the Air Program Information Management System (APIMS) at Keesler AFB and maintain compliance under the Title V Operating Permit. We compile air emission inventories for all stationary sources and prepare all required reports.
Pollution Prevention (P2)LEC has managed the P2 program, including implementation of all P2 initiatives, recycling/reuse of materials, promotion of green procurement and bio-based products LEC has increased the amount of recycled regulated and non-regulated waste, reducing the cost of disposal. We have successfully integrated the P2 Program into the EMS process.Natural/Cultural ResourcesLEC has managed the cultural and natural resource programs; coordinating with the State Historic Preservation Office, Federally recognized Native American tribes, the National Park Service, U.S. Fish and Wildlife Service, and State natural resource/conservation departments regarding facility plans and construction. At Maxwell we successfully applied for and received designation from HQ AETC as a Category II installation for natural resources, removing the requirement to maintain an Integrated Natural Resources Management Plan. NEPA ComplianceLEC has maintained NEPA compliance for the installation through implementation of the Air Force Environmental Impact Analysis Program; evaluating environmental impacts of proposed actions and processed required levels of NEPA documentation, including coordination of all work orders, AF Form 813s, and all NEPA documentation. LEC has extensive experience in preparing environmental assessments and impact statements in accordance with NEPA and related acts. Projects include:

LEC has provided planning services to Keesler and Maxwell-Gunter AFB, including development and update of the Base General Plan and Area Development Plans. We have reviewed and updated the installation’s AICUZ study and ensured public notification requirements for the study were met. We have managed and maintained the Composite Constraints and Opportunities Plan, Infrastructure Plan, Land Use and Transportation Plan and Capital Improvements Plan. Sitings have been performed in accordance with the General Plan, ensuring that all planning requirements are met. We have managed and updated airfield and airspace waiver requests and ensured that airfield markings comply with appropriate Air Force guidance. We work with the city and regional planning commissions and provide recommendations when proposed actions affect installation activities. GeobaseLEC has managed the installation’s Geobase (GIS) program, ensuring the information in the Common Installation Picture is accurate and maintained according to Air Force regulations. We have provided training and worked with units on base to utilize and update current conditions and uses.
